Why can't the process find participants even though workflow roles have been set?
During process execution, after the workflow roles are set, the system first looks for the corresponding entry for personnel in the same administrative organization as in the workflow, and if found, sets him/her as a participant. If not, it continues to look for personnel in higher-level organizations, which may result in a situation where no participants can be found.
